The current rules for the certification of footwear provide for the issuance of a declaration or certificate of compliance - documents that confirm the manufacturer's compliance with the technical regulations of the Customs Union. At the same time, the certificate is obligatory only for children's shoes (except for loose woolen footwear), whereas for shoes for adults it is sufficient to take care of the availability of a declaration of conformity.

The main regulatory documents of certification control are the technical regulations under the number 017/2011 and 007/2011, responsible for the light industry products respectively for adults and children.

Responsibility for testing samples of products is assigned to accredited laboratory institutions that specialize in expert appraisal of products in accordance with the norms of technical regulations.

Schemes of mandatory certification of shoes

Depending on the chosen scheme of certification, the validity period of the issued document may differ significantly. In particular, if a certificate is issued for products manufactured in the territory of the Russian Federation and the domestic company (manufacturer or supplier) acts as an applicant, the certificate will be valid for the next 1-5 years. In the case of imported products, documents for which are issued for a Russian company, then, as a rule, the validity of the certificate does not exceed one year.

It should be noted that a declaration of conformity issued for imported footwear for adults can only be issued by an importer company registered in Russia. A direct foreign footwear manufacturer can not personally act as an applicant when submitting documents for the registration of a Certificate.

For imported footwear imported into the territory of the Member States, the certificate must contain information on the contract for the supply of products (including the date and number). Also, the importer will need information about the footwear manufacturer, his legal address. In addition, for the certification body to be able to identify the products, the name of the brand under which the footwear and the article is issued will be required. The information listed will be reflected not only in the certificate or declaration, but also in the protocol of technical testing of products.

Until recently, another document was required to issue a certificate of compliance: a sanitary and epidemiological certificate confirming the safety of the product. From the moment of Russia's accession to the TS, such permits were canceled for all types of products, including footwear. For children's shoes without soles, included in a special commodity group, for the purpose of sanitary control, preliminary state registration of products is envisaged.

Which document should I issue: a declaration or a certificate?

There are several categories of shoes, to each of which, when confirming compliance, various regulatory requirements are presented. In particular, footwear for children and specialized footwear, providing protection from mechanical and chemical influences, must be accompanied by a certificate of conformity without fail. For all other categories of footwear, the manufacturer's declaration in the form of a declaration is sufficient, in which it responsibly guarantees compliance with all the requirements for this type of product.

Technical tests of footwear include several research areas: the belonging of shoes to a particular age and gender group, the conformity of the declared seasonality, the quality of materials used to create the lower and upper parts of the product, the special feature of attaching additional parts and its reliability, the presence of lining and decorative elements in the shoe . If a shoe lot is intended for several sex and age groups at once, three samples for each group are selected for the study.

A number of specific parameters described in the GOST are measured in the laboratory. In particular, the strength of the heel connection to the sole, lower part and other parts is checked. Measures the level of overall deformation of the back and toe, the weight of the product, the ultimate flexibility of the design. Differences between the products entering into one pair on such parameters as the size, weight, completeness of details are not supposed. Shoes will not pass the test if they are found to be peeling materials, insufficient sizing, poor quality seams.

If, as a result of a technical test, no visible manufacturing defects are found in the product and its characteristics are completely in accordance with GOST standards, a certificate of conformity can be issued for this batch of products. For the manufacturer, the availability of this document can serve as an additional competitive advantage, since it is the official confirmation of the high quality of footwear. The validity of the issued certificate is on average 1-3 years, depending on the chosen scheme of certification.
