Examination and full certification of explosion-protected equipment is regulated by a special Commission of the Customs Union that adopted the relevant decision on October 18, 2011. This decision came into force on February 15, 2013 and requires developers and organizations operating explosion-proof equipment to confirm its compliance with the current requirements of the Customs Union.

The list of technical equipment subject to certification includes electrical engineering, Ex-components and technical means intended for work in premises with a high level of explosion hazard. For this type of equipment, there is no provision for a simplified procedure for declaring compliance with technical standards - the only documentary form of compliance is the certificate.

The main objective of mandatory certification is to prevent possible accidents at work, accidents related to explosions, as well as reduce the cost of work to eliminate accidents.

What type of equipment is subject to certification

In the Russian legislation, the certification of equipment operating in an explosive atmosphere applies to these types of technical equipment:

Equipment used to transmit, store, convert, monitor and consume electric power;

Technical devices involved in setting up telecommunications;

Mechanisms and devices used in premises and industrial sites with a high level of explosion hazard.

Also the certification procedure extends to technical means not included in the above list, but which are marked as explosion-proof. In this case, the characteristics of the product should indicate:

Confirmed level of explosion protection;

Type of the involved explosion protection;

Belonging to one of the groups of electrical equipment;

A sign indicating the support of the explosion protection standard;

Temperature class.

Technical means not subject to mandatory certification

In the rules of the current regulations certification of explosion-proof equipment for a number of products is voluntary. These include:

Equipment used in medicine;

The technique, the operational explosive danger of which is connected with the presence in the air of special chemicals and compounds;

Products used for domestic use, provided that the explosion hazard can arise solely due to gas leaks;

Special means used for individual protection;

Sea and river vessels, drilling and other highly specialized platforms, other types of floating equipment, technical equipment of floating equipment.

Mass passenger transport, general cargo transport carrying out transportation by land, water and air;

Equipment used in the framework of the nuclear defense program (except for equipment directly involved in explosive environments), nuclear weapons.

Classification of Ex-equipment groups

Electrotechnical means for which certification of explosion-proof electrical equipment is necessary, belong to the category of Ex-equipment. They are characterized by a special design that significantly reduces or completely eliminates the possibility of ignition during operation. For this technique, division into groups is provided, in accordance with its specific area of ​​use:

1st group. Technical means with explosion-proof properties, used at mining facilities and GOK.

2nd group. Electrical engineering, which is permissible to operate inside premises with an increased level of explosion hazard, with the exception of mines and mines.

Required Documentation

Before submitting an application for certification, the applicant must collect a corresponding set of documents that differ in composition for domestic and foreign manufacturers.

List of documents for Russian companies:

Registered technical conditions;

Detailed instructions for operating the technical equipment;

Documents describing the construction of equipment (drawings, schemes, etc.);

Agreed with Rostekhnadzor method of acceptance testing;

Sample products.

For the imported technical means, the list of documents is as follows:

Technical description of the product;

Passport and instructions;

Documents describing the design of the product (diagrams, drawings);

Copy of the current certificate issued in the country of origin of the equipment.

Sequence of certification

After applying to the certification body, it is necessary to wait for some time to decide on the selection of the certification scheme. The authorized certification body can not refuse the applicant if the technical means is included in the list of mandatory certification lists for explosion-proof and mine electrical equipment. The key stages of certification are:

Comprehensive expert evaluation of technical and instructional documentation;

Identification of selected test samples;

Compilation of test protocols;

Assessment of production conditions, if provided by the certification scheme;

Examination of the results of the examination, making an assessment;

Making a decision on issuing a certificate or refusal.

During the period of validity of the issued certificate, the certification body undertakes to conduct regular inspection control of Ex equipment. If there are any deviations from the norms of explosion protection, the body shall make appropriate corrections to the issued certificate.

Key features of the certification procedure

First of all, it is necessary to note that the received certificate, corresponding to the Technical Regulations of the Customs Union, is valid for all countries participating in the Customs Union. Also pay attention to the following circumstances:

An application may be filed by an organization engaged in the design and manufacture of equipment, a distributor or an official representative of a foreign manufacturer;

Certification of explosion-protected equipment can only be carried out by a body that has received appropriate accreditation;

The form of the certificate is unified in accordance with Resolution No. 293 issued to the special EurAsEC;

For serial production, a separate batch and a single product, various certification schemes are provided;

For a single sample and a batch of technical equipment an indefinite certificate is issued;

The issued certificate is subject to registration in the authorized state body of the country that issued the document. In Russia, the counterparty is the Federal Accreditation Service;

Products meeting the requirements for safety in explosive environments should be marked with a special sign, the graphic image of which is indicated in the technical regulations.

How long does certification take. Service cost

The timing of the certification depends on a number of factors: the availability of all necessary documents, the type of products, the volume of the lot, the class of explosion protection, the features of the certification scheme. Also, consideration should be given to the time for the transfer of test samples and the duration of the procedure for assessing the production conditions (if any). The average validity of the certificate for serially produced products is from one to three years.

The cost of certification is directly related to the time spent on all the necessary procedures. Most certification bodies providing services in this area work with clients on an individual basis, so the cost of work can vary significantly.
